but is forever kept from pulling out by a carved wooden arm that extends across just below the neck of the bottle

Free standing (though I personally especially like it laying horizontally) it's great now as a sculptural object (and obviously works brilliantly as a large paperweight)

I believe these were made in expectation of woven rope seats being added, which never happened.
