I am pretty certain this lacquered papier mache box was made to be used as a snuff box and dates to the late 19th or very early 20th century

Antique Tramp Art Box with Decoupaged Ships, Some Loss word cards and housed in the RussianThis old (late 19th c. I believe) tramp art box shows some damage and losses, but it's an unusual one, with a lot of character, and I really love the ships on the front and back flat panels, so I had to rescue it and hopefully shepherd it forward! There is some damage loss to the top, where it looks like there once was a handle, and where the stacked, chip carved layers at the front right corner are gone (I used a Sharpie to darken the the exposed
